I currently have 2 numbers, one registered with WhatsApp Business app and the other linked to Gallabox + WhatsApp API. I need to send bulk messages comprising of text with a media image once a week to multiple people (up to 1,000) and am unable to do so with Gallabox. Any solutions? Tailored specifically for Indian customers since our clientele is exclusively Indian.

Two different things are likely going on here.

If the number on the WhatsApp Business App (the free app, not the API) is the one being used for bulk sending, that's the ceiling, broadcast lists cap at 256 recipients, and even then, only people who have your number saved in their contacts actually receive it. It was never built for 1,000+ campaigns.

The Gallabox-linked number is on the official Cloud API, the right tool for this volume. If bulk media + text still isn't going through, check two things:

  1. The image has to be attached as the header of an approved Marketing template, you can't freeform-send media outside the 24-hour customer service window.
  2. Your account's messaging tier (see table above). At exactly 1,000 recipients, you're right at the Tier 1 edge, a dip in quality rating can drop you below it.

On the India question specifically: a common misconception is that WhatsApp messaging needs DLT/TRAI registration, the way commercial SMS does in India. It doesn't. DLT applies to SMS, not WhatsApp, WhatsApp messaging follows Meta's own Business Messaging Policy. What does apply, in India and everywhere: documented opt-in consent from every recipient before you send them a marketing template.

  • Built on the official Cloud API, not personal-number automation. If it doesn't require connecting a real Meta Business Account, that's a red flag.
  • Real template approval flow, templates get submitted to Meta for review inside the tool, not bypassed.
  • Delivery and read tracking per message, not just "sent."
  • Opt-out handling built in, unsolicited marketing messages get accounts flagged fast.
  • No claims of "no ban risk" while automating personal WhatsApp. If a tool promises that, it isn't using the official API.

If a tool checks those boxes, that's what businesses evaluating it are actually looking for.

Depends on whether this needs to look like business messaging, or just needs to reach people.

If it's genuinely a club or community and delivery tracking doesn't matter, WhatsApp Communities (native, free) can link multiple groups for up to roughly 5,000 total members, no API, no cost. Worth trying first.

If it needs to come from a verified business number, or you want per-member delivery and read tracking, that's the official Cloud API. 3,000 recipients exceeds the default Tier 1 limit, so a Tier 2 account (10,000/24hr) is needed, or the send gets spread across a couple of days while the tier scales up.

"How do bulk WhatsApp tools send messages using virtual numbers?"

Worth being straight about this one. Grey-market bulk tools generally work by automating WhatsApp Web or multi-device sessions across many virtual/VoIP-linked numbers, sometimes running device farms, to spread volume across numbers and dodge single-account rate limits and detection.

This is against WhatsApp's Terms of Service, and Meta actively detects and bans accounts showing this pattern. There's no official support, no delivery guarantees, and no compliance protection if something goes wrong.

The official route doesn't need "virtual numbers" in that sense at all. One real business number, registered properly through Meta's own onboarding, scales volume through approved templates and messaging-tier increases, not by spinning up numbers to stay under the radar.

Bottom line

All four questions come back to the same thing: the WhatsApp Business App is for one-to-one conversations, not bulk campaigns, and grey-market automation trades a short-term workaround for real ban risk.
